野波寛・社会学部教授の論文「道徳ジレンマとNIMBYジレンマ：倫理と共感と関係流動性の役割」が2025年３月、『心理学研究（早期公開・電子版）』に掲載されました。この研究は、社会的な利益をもたらす公共施設の立地判断を、道徳や共感が阻害する可能性を実証したものです。少数者や弱者の支援行動につながる道徳判断や共感は、一般的には「良いこと、正しいこと」とされます。しかし道徳・共感には、長期的かつ俯瞰的な判断を行う冷静な思考を阻害する面もあります。道徳・共感によって冷静な思考を阻害された一人ひとりの判断が社会全体で蓄積されると、その結果として、社会的に必要な公共施設の立地を拒絶する合意形成がなされてしまう可能性が高まります。本研究はこれを「トロッコ問題」を用いた実験で検証しました。物議をかもす知見でもありますが、公共的な目的をもつさまざまなインフラの建設・維持や社会的な予算制度の構築などの是非を判断する際に、冷静な思考の重要性をあらためて指摘するものでもあります。

On 3/2025, the results of research by [Professor, Hiroshi Nonami, School of Sociology] on [Moral dilemmas and the Not in my backyard (NIMBY) dilemma: Roles of ethics, empathy, and relational mobility] were published in The Japanese Journal of Psychology. This study demonstrates that morality and empathy may inhibit decisions regarding the location of public facilities that bring social benefits. Moral judgments and empathy that lead to supportive actions toward minorities and the vulnerable are generally regarded as “good” and “right.” However, morality and empathy can also inhibit calm, rational thinking required for long-term, comprehensive decision-making. When the decisions of individuals whose rational thinking is inhibited by their morality and empathy accumulate across society, there is a high likelihood that consensus will be reached to reject the location of socially necessary public facilities. This study tested this hypothesis using the “trolley problem” experiment. While the findings are controversial, they also underscore the importance of calm, rational thinking when judging the merits of constructing and maintaining various infrastructure projects with public purposes or establishing social budget systems.
