On June 1st at Ryukoku University in Kyoto, Associate Professor, Yuki Hayakawa, School of Law and Politics received the 2024 Best Paper Award from Public Policy Association Japan. This award was given to the best paper in the Public Policy study area published in 2023. The award-winning paper by Yuki Hayakawa, entitled “Risk management and food safety policy in the United States: Perspective from crisis and normal times,” This paper analyzes when risk management is introduced and reviewed, focusing on the response of regulatory agencies and the review of risk management in both normal time and crisis phases. The Selection Committee selected this paper for the Best Paper Award in recognition that the paper makes clear that crises are made possible by fully examining and incorporating into response measures the recommendations of specialized agencies during normal times.
